Official circles expressed surprise Avhen their attention Avas drawn to the fact that the Fleet is still technically on a Avar footing. It has so far escaped the notice of both the British and .German press. Naval circles state, that a proclamation by the King is necessary for cancellation of the mobilisation order issued on September ‘-8.
