Referring to the reported closure of the British Consulate, ’the diplomatic correspondent of the “Daily Telegraph” . says that ’Leningrad, which is being converted into a great secret fortified naval dockyard and arsenal, will become a closed zone.

No foreigners will be permitted to remain, and the crews of foreign ships will be allowed ashore only in a limited area.

New shipyards are being constructed, capable of building and repairing the largest capital ships. An Immediate building programme includes three 35,000 ton battleships with 16ineh guns. ~’L
