(United Press Association —Copyright.) LONDON, January 22. When Cabinet meets on Wednesday the Ministers will be in a position to review the Parliamentary programme for the remainder of the session. The Government is known to have at least three measures-of major importance to he introduced. One is Sir Samuel Hoare’s penal reform, proposals, aiming at keeping the young out of prison; the provision of a better system for the protection of a persistent offender against himself, ancl protecting society from hardened criminals. —British Official Wileless.
