THE TERRITORIALS.
SYSTEM NOT SATISFACTORY. NO COMPULSORY TRAINING. /Per Press Association.) DUNEDIN, This Day. It was announced by tint Minister of Defence (the Hon. F. Jones) this morning that while the Government was critically examining the Territorial system it had no intention of reintroducing compulsory training. The present system was unsatisfactory, inasmuch as a 50 per cent, change of personnel was occurring in one year, which militated against the possession of a trained force. One main issue was whether the Territorial Force was necessary. If the Government, after investigation, found it was, it duty would be to see that the force was brought to full efficiency. Although the figures proved that the voluntary percentage was higher relatively; here than in Britain, South Africa or Australia, the position was unsatisfactory, as these were countries which had much greater populations.
