BLOCKADE NOT RECOGNISED.
THE ATTITUDE OF BRITAIN. SEARCH ON THE HIGH SEAS. LONDON, August 22. The diplomatic correspondent of the “Morning Post” says that Britain has informed the Spanish Government that she does not recognise its blockade because the pre-requisites that the blockade must he effective, and directed against a belligerent—are not present. The British decision means that any attempt to hold up and search British vessels outside Spanish territorial waters will ho forcibly resisted. The Spanish Govcrnmest has informed Britain that it does not -propose to exercise the right to search British ships on the high seas. The position of ships in Spanish waters is under discussion.
The diplomatic correspondent of the “Daily Telegraph” states that Italy’s acceptance of the French neutrality proposals may be taken as a gesture to France. The position in Berlin, however, is less promising, being complicated by the Keberun incident.
