The budget shuttlecocked between the Chamber and Senate until it finally passed the former by 377 votes to 137, and the Senate by 269 votes to 17. The Houses adjourned till January 14. The budget, in the form in which it was passed, showed a surplus of £160,DOO. Among the devices by which this was achieved was the showing of expenditure on armaments and public works in an extraordinary budget, which will be covered by borrowing.
