GIBRALTAR STRAITS
ITALY SEEKS DISARMAMENT.
PROPOSAL FOR. CONFERENCE. LONDON, November 1. The diplomatic correspondent of the “Manchester Guardian” says that at the coming naval conference in London, Italy intends to propose that the Straits of Gibraltar should be put on the same basis as the Suez Canal. She is quoting as a precedent the annexe to the Washington Naval Treaty, whereby _ America and Japan agreed not to fortify the islands which they possess in the Pacific west of Hawaii.
