THE ATTITUDE OF JAPAN.

“The Times” correspondent at Tokio says that the Admiralty and Foreign Office are drafting a reply to a British communication, described as an inquiry concerning the best way to deal with the naval situation.
Naval circles point out that Japan is willing to take part in a Conference at London, but adheres to her demand for the principle of equality, being .sufficient ships for defence but insufficient for attack.
