BRITAIN AND LEAGUE PROPOSALS. SANCTIONS THE NEXT STEP. PARIS, Sept. 20. According to the Geneva correspondent of “L’lntransigeant” Mr R. A. Eden informed M. Laval that the British Government regarded the proposals of the League of Nations as the “extreme limit” of the concessions possible to Italy and as the League’s “last word.” If Italy rejected the proposals the League would have no alternative hut to discuss sanctions.
BELLIGERENTS AND NEUTRAL ITALY REVISING LEG ISL ATAION ROME, September 19. The Italian Government lias issued a decree appointing a committee of 16 to supervise and deal with problems arising between the Belligerents and Neutrals. The committee will revise normal and peacetime legislation concerning the matter, and draw up disciplinary measures. The commission, of which, Signor Mussolini is appointing the president, also four jurists,, includes representatives of the Cabinet, the Supreme War Council, chiefs of staff of the army, navy and air force, and the commander of the Fascist Military.
ITALIAN SEA WARFARE.

A further decree has been issued which establishes a new institute for tho regulation of sea warfare. Details of its work have not been revealed.

Fears of tho effect of the international situation were the chief cause of a. sharp downward trend on tho Stock Exchange, embracing every section of stocks, principally gilt-edgeds. Commonwealth stocks declined up to 21.

WHEAT AND BREAD PRICES RISE
LONDON, September 19
The unconciliatory nature of the advices received from Rome caused a further general fall in prices on the Stock Exchange to-day. Their influence was also apparent in the foreign exchange market, where rates moved definitely in favour of the American dollar, showing a trend of money from Europe to the United States. On the other hand the crisis applied a further stimulus to commodity markets, accentuating a rise which in other circumstances would have occurred Slowly. Wheat, in particular, rose sharply in price, with the inevitable result that makers are increasing the price of the quartern loaf from 71 cl to Bd.
CONSIDERATION IN AUSTRALIA. SYDNEY, Sept. 20. The Canberra, correspondent of the “Sun” states that important communications from the Australian High Commissioner in London (MIS'. M. Bruce), dealing with the ItaloAbyssinian position, are being discussed by the Commonwealth Alnnstry with a view to a full statement of the case being placed before the Federal Parliament on Monday.
