(Received This Day, 9.50 a.m.) ROME!, September 19. Italy is preparing for zero hour and is feverishly speeding up her military preparations. Vulnerable coastal points are being strengthened against air attacks. Even C 3 men are being called up. The latest orders oblige 1922-14 classes that were' exempt from military service on medical grounds to again submit themselves for examination. An official spokesman at Rome stated that the proposals of the Committee of Five were absolutely unacceptable. Italy’s viewpoint was unchanged and would not change. The committee’s recommendations, however, bore out Italy’s contention that Abyssinia was wholly unable to govern herself.
