MOST DISSATISFIED
DELAY IN NEGOTIATIONS. DEALING WITH MEAT PROBLEM. NEW ZEALAND" STANDS FIRM. (United Press Association—Copyright) (Received This Day, 11.10 a.m.) LONDON, June 17. The Australian Press Association learns that all the representatives of the Dominions are most dissatisfied with the discussions regarding meat. Only two plenary sessions have been held since the complete delegations arrived. Everyone is chafing at the delays in "getting down to tin-tacks." Though the British Ministers pleaded first preoccupation with the tion of the , Ministry, and later the "Whitsun recess of Parliament, the Dominions representatives point out that the changes have not affected the British negotiators. There is a feeling that the British Ministry is not facing its responsibilities adequately, and apparently is quite willing for the Dominion delegates to depart, leaving the vital problem unsettled. New Zealand persists in her unshakeable objection to the principle of ■ levies on Dominion foodstuffs, though she stands alone in that attitude. She will demand a quid pro quo for her acceptance of it, in the shape of a fiveyear agreement, affording a reasonable period of stability, and of acceptance by Britain of the responsibility of enforcing limitation of shipments, for which she will press for an .Empire board in London to control the situation.
