A new British Note to Tokio regarding the oil monopoly in Manchukuo rejects the contentions in the__J apanese reply to the pi'evious British Note as invalid, and regrets that, instead 1 of using her authority to ensure fulfilment of assurances regarding the maintenance of the "open door” in Manchuria and obligations under the Nine-Power Treaty, Japan has attempted to justify action involving a clear breach of these assurances and obligations. The Note concludes: "Those responsible for the Manchukuo oil monopoly law must also be held responsible by the British Government for the losses it will entail for British interests.”
