In a sharply-worded message, President Roosevelt ordered the House of Representatives Military Committee to discontinue publication of testimony taken in the study of the War Department. He warned the committee that he w 7 ould exercise his authority as Com-mander-in-Chief of the Army and Navy if necessary, to stop publication of anything he regarded as unfriendly to other nations.

Mr Roosevelt called particular attention to the statement niade by General Andrews, which, he said, did not represent the policy of the Administration or of the Commander-in-Chief.
