ANGLO-AMERICAN DISCUSSIONS.
BRITAIN'S FOUR-POINT APPEAL.
WASHINGTON, October 11
During the negotiations on war debts to-day the British commissioners presented a four-point appeal why Britain should be granted a substantial reduction. The extent of the reduction desired has not yet been officially stated. United States Treasury officials are studying the appeal, which the followings points: Firstly, Britain received less favourable treatment when the debt was funded than did the other borrowing nations. Secondly, when the debt was funded increased prosperity of the world was anticipated, whereas it has diminished. Thirdly, Britain spent far more here during the war than the amount borrowed from the United States Treasury. ... Fourthly, war debts were not a commercial loan. The negotiations will be continued to-morrow, when the British proposals may be presented. '
