PERMANENT DIPLOMATS URGED

Delegates to the British Commonwealth Relations Conference to-day agreed that the Dominion High Commissioners in London should be permanent diplomatic officers and not regarded as the representatives of party Governments, changeable with the changes in the Government. It was also agreed that they should not be resident Cabinet Ministers, as was the case with Australia, whose delegates were in complete agreement with the principle that this was not the proper course for'normal circumstances. Thev asserted' that Mr Bruce was isent to London to attend to a particular emergency. Under normal conditions Australia would simply have a High Commissioner.
