THRESHING MILLS DISPUTE. {Special to the " Guardian.") CBRISTCHURCH, This Day. Owing to the failure of the parties to agree on a question of payment for shifting time, a complete agreement was not reached in an industrial dispute between the North Canterbury Threshing Mill Owners' Association and the Canterbury Agricultural and Pastoral Workers' Union, heard yesterday by a Conciliation Council. The employees agreed to accept a basic rate of wages, of Is 9d an hour, with piecework at 17s 6d per thousand bushels for wheat and barley and 15s 6d for oats, provided the employers agreed to payment for shifting time. The employers refused any payment for shifting time and also urged that feeder hands should be exempt from the award. A motion to refer the dispute to the Arbitration Court was lost and the council adjourned. If there is no further meeting of the council within five days from yesterday the proceedings terminate. The assessors for the association were Messrs A. L. Gray, W. Bowman, H. Talbot and J- Curragh. Assessors for the union were Messrs C. E. Baldwin, A. Cook, J. McGuire, and A. J. Hamilton. Mr J. Roberts (Wellington) acted as agent for the union. When the council considered the dispute on August 31 last the basic rate of wages was the main point in dispute the employees asking for Is 9d an hour and the employers Is 6tl. following the adjournment the employers decided to meet the union on the claim of Is 9d an hour, but after four [hours of further discussion there was still no agreement, the question of payment for shifting time being the main stumbling block.
