Complications are expected to follow the decision of the Irish Free State to seek a non-permanent seat on the Council of the League of Nations, independent of the British Empire. The self-governing Dominions are now represented by Canada, and it is expected that South Africa will succeed to the Empire seat, as Australia and New Zealand are not aspirants. Ireland's claim is regarded as a gesture to demonstrate virtual independence, but it is not likely to succeed.
