DIFFICULTIES THAT MAY ARISE

(United Press Association—Copyright. THE HAGUE, January In. The Big Six have satisfactorily disposed of The. sanctions question by the issue of a declaration signed by representatives of Belgium, Britain, France, Ttalv and Japan, which will be annexed to the final protocol of the conference.

The declaration says that the Young Plan includes procedure that:. will enable the parties to overcome any difficulties in the operation of the Plan. But if Germany violates her pledges or adopts an action destroying the plan the creditor Governments would appeal to the Permanent Court of International Justice. Should the Court decide that Germany was trying to destroy the plan, the creditors would resume full liberty of action.

The declaration adds: "The creditors are convinced such a hypothetical situation will not arise. They feel assured that Germany shares this conviction, but they are bound by their loyalty to their respective countries to make the declaration."

The German delegation declared that it regretted that such an eventuality, which was impossible,, should be contemplated. The oroposals were agreed to.

GERMAN CO-OPERATION.

LONDON, January 15

It was announced at Tbe Hague yesterday that the German Government would' take the necessary legal steps to ensure the co-operation of the Reichsbank in the International Bank. In face of this decision Herr Schacht (president of the Reichsbank) has made* it known that he would not evade the consequent obligations.
