(United Press Association —Copyright.) (Received This Day, 9.35 a.m.) BERLIN, October 30. Preliminary figures show that the Monarchist petition against the Young Plan is doomed to failure. The returns hitherto counted an average of only half the number of signatures required. Though the result will not be known till November 6, reliable estimates reveal it as an utter fiasco.

The object of the Monarchists was to petition for a referendum, on the question of the acceptance of the Young Plan, 4,000,000 signatures being required.
