Fifty delegates attended the opening of' the International Red Cross Conference to discuss the protection of civilians in the event of chemical warfare. Sir Edward Stewart (vice-president) and Professor Cowell represent Britain. M. Kramer (a' delegate to the Geneva Red Cross Conference) said that discussion was necessary despite covenants and treaties prohibiting gas warfare.
