Wilbur) that no definite date be set for the completion of the Administrations 740,000,000 dollars new construction programme, and that the President be empowered in suspend the proposed construction either in part or wholly at any time he might deem advisable Republican members of the committee interpreted this action as a positive expression in favour of "actual iron and steel" ships instead of a possible '•paper Fleet."' Mr Britten predicts that the five\ear programme will entail appropriations amounting to 740,000,000 dollars. Only,one change, he says, will be made in Mr Wilbur's suggestions; the number of submarines will be increased from 32 to 35, other items remaining the same—twenty-five cruisers, five aircraft earners, and nine destroyer leaders.
