THE CANADIAN BUDGET. EMPIRE PENNY POST. (Per Press Association— Copyrights (Received This Day, 9.50 a.m.) OTTAWA, January 13. A forecast of the Canadian Budget indicates the resumption of penny pc-st-iige to Britain and other parts of the * Empire, a cut. in the sales tax, and a downward revision of the tariff on cotton and woollens. The cigarette tax will be cut 60 per cent.
