PLANS BY COMMUNISTS. LONDON, July 15. The congress of Communist trade unions which was opened at Moscow on July 8, has. formed a special commission, consisting of 14 members, to consider conditions in Britain and "try out"" the Russian. Communist Party's plans fox penetrating the trade unions and dominating the Labour* movement. The commission, says the Riga correspondent of "The Times," includes no British Communist except Jim Larkin, who has lately taken a prominent part in connection with the movement for intensifying Communist activity in Britain.
