DIFFICULT SITUATION.
CIVIL SERVANTS’ POSITION.

This Day, 9.40 a.m.) LONDON, July 22. 3 The House of Lords debated the In- _ dian situation on the initiative of Lord [ Peel, who asked for a full Government statement of its policy. He specially [ drew attention to the general consti- ; tutional situation and the- question of , applying the report of the Lee C'om- . mission dealing with the acceleration , of Indianisation of some services, the provincialisation of other services, and the improvement of financial conditions, the security of tenure of European civil servants for Indian service, whose recruitment in Britain has recently been becoming difficult. Sir Sydney Ollivier (Secretary of State for India), replying, declared that owing to the magnitude of the issues involved, it was impossible to pass judgment on the Lee recommendations within such a short period. In the meantime he sympathised with the claims of the Civil Service, and declared the recruiting in Britain of certain services was temporarily suspended under the recommendation of the report, but British recruiting of the pivotal services was being continued. Concerning the latter, lie did not fear being unable to get sufficient applications. As regards constitutional reform, Sir Sydney Ollivier 'declined to pre-judge the report of the committee, which at present was exhaustively exploring the situation.
