Poincare,, interviewed by the “Petit Parisien,” said Air Bonar Law has favourably received the proposal to withdraw the Balfour Note and allow Franco to pay 'Britain bonds instead of cash. This was a great step forward, because Mr Lloyd George always opposed the) bonds scheme. • In respect of the new German /proposals, there was not a discordant note at the London Conference, which unanimously rejected the proposals. France could not consent to a moratorium without < guarantees. M. Poincare added that [ he was convinced there will be no rup- j ture in January, even if they failed to j reach an agreement with Britain.
