WASHINGTON, April 21. In the House of Representatives Mr John J. Roge, t- introduced a resolution asking President Harding, at the earliest practicable moment, to invite Great Britain, France, Japan, Italy, •nd other Governments to participate m a military and naval disarmament conference at Washington; but until the principal Governments of the world approve of a programme of reduction m armaments the United States should have a navy second to none.
