.PROVISION OF DOCK^ARDJ. (United "Service.) ' (Received January 31, 1.35 p.m.) LONDON, January 30. Rear-Admiral Patey, m a contribution to the naval discussions, says he knows nothing to justify the statement that up-to-date battleships are obsolete and valueless. He^believeß a combination of surface ships, submarines, and aircraft js essential for the protection of lines of sea communication, commerce, and coasts. He says: "The suggestion that we should wait and do nothing attracts politicians, but the Empire cannot afford to wait. Unless we immediately do the best for ourselves, m four years we shall Be reduced to. a position of a second-rate naval Power, which is intolerable. The most pressing need m Australia and New Zealand is dockyards. Whether Britain or Australasia provides the ships, docking facilities must be made available. This is yiiJgent, because the presence of ships m Australasian waters would be imperative m the event of Pacific complications." Rear-Admiral Patey believes Australia and New Zealand should concentrate on dockyards, aircraft, and submarine bases, while Britain supplies the largest surface vessels. .
