(Per Press Association Copyright.) (Received April 28, ILSO a.m.) LONDON, April 27. .. The Speaker's conference on Federal devolution is completing its sittings. The Speaker devised an experimental scheme which may be tested in three years, whereby grand councils, representing England, Scotland and Wales, are. to be created out of the existing Imperial Parliament, each ground council^ consisting of two Chambers, one of Commoners, 'and the other of peers. The councils will hold sessions each autumn to deal with education, health, local government, police and agriculture.

An alternative scheme was framed by Murray McDonald, which proposes permanent subordinate parliaments with separate elections for England. Scotland and Wales.
