AN EXTRA MINISTER TO BE APPOINTED.

The " Daily Telegraph's " Paris correspondent says that, a new Cabinet post may be introduced in the shape of a Minister representing the" Premier in Parliament, equivalent to a Jeader of the House, a position hitherto unknown in France. The post may be entrusted to M. Viviani, who is a skilled Parliamentarian, which is M. Painleve's weakest point.
