GERMANY'S PEACE PROPOSALS
LONDON,- Oct. 23. The " Manchester iGuardian's " Paris correspondent states in connection with tho Cabinet crisis that M. Briand has discldsed the fact that he was the socalled important ' political peraonage who received propoijals from Ger-. many. While staying in Switzerland in September, yon Bulow sent him a messenger 'suggesting peace, and offering to restore Alsace and Lorraine to France and Trieste to Italy, but demanding compensation at Russia's expense. This announcement explains the British and BVench assurances to Russia in September against the possibility of such a peace.
