Briand has discldsed the fact that he was the socalled important ' political peraonage who received propoijals from Ger-. many. While staying in Switzerland in September, yon Bulow sent him a messenger 'suggesting peace, and offering to restore Alsace and Lorraine to France and Trieste to Italy, but demanding compensation at Russia's expense.
