SUSPENSION OF MANNING

WELLINGTON", October 23. The Government has decided to suspend the manning scale for the mosquito fleet now held up owing to a strike of the crews.' This it lias pbWer to do under the Shipping and Seamen Act of 1909. The Government is of opinion that the time has come when in order to set the boats .going, the powers given .under this Act should' be employed. • , t The Minister of Marine (the Hon. G. W. Russell) stated to-night that,' in' every case where he was assured by the Marine Department that the manning scale could be reduced without risk to the public, he intended to sanction a reduction. Applications ; had already been received, and it was probable "that the steamers would begin to move within the next day or two. .
