NEW. YORK, July 23. The Germans have occupied Tarnopol.
An appalling official account of the situation on the south-western front has been received. The Russian Government; says that a fatal crisis has occurred in the moral of the troops. Most of the units are completely disorganised and the offensive spirit has utterly disappeared. Orders are- unheedetl T and the exhortations of etim'racles .are replied to by threats and-shots. Some elements voluntarily evacuated tht?i,ipositions, not waiting for the approach of the enemy. Sometimes urgent, oiv clers for reinforcements are discussed for hours. For a distance of 100,versts (nearly 67 miles)' long files of robust and shameless deserters are proceeding to the rear.r- Frequently entire units desert. Extreme measures,are neces^ sary to avert a catastrophe.
