The Soldiers'" and Workmen's antl Peasants' Council, at an all-night sitting, resolved that the country, was threatened with a military debacle and hibernal anarchy.- The-Council 1 declared that the State and -the-. Revolution was . edangered, and proclaimed, that the Government was a Government' of the safety of the Revolution. The Council accorded the Government unlimited power to re-establish the organisation of the Army and public order.
