GERMANY SAID TO BE SCHEMING
LONDON, November 23. . Mr J. L. Garvin, editor of the "Observer,".; in van address said that he was less afraid of Germany's repeated successes than the proposals for a premature and disastrous peace. Germany knew that-the forces of the Allies must rise, and was unwilling to wait for her own -inevitable ebb. Already negotiations were stealthily afoot.
