COMMENT ON MR McKENNA'S STATEMENT. ■ ■ LONDON, October 14. Tho "Daily Telegraph" says the discussion in tin} House of Commons on tho Anglo-French loan in America was an unpleasant surprise to the banking world. It is realised that if tho Treasury had taken steps sooner the loan would have been obtained more cheaply. It declares that a Chief Justice is not the man to employ on a financial mission.. j
