GOVERNOR'S REPORT TO THE KAISER. BERLIN, August 3. ■ An official statement says that Dr Leitz, the Govornor of German SouthWest Africa, has reported to the [Kaiser as follows:—"I was obliged to, surrender with 3400 troops, who were surrounded by the enemy, who was in greatly superior strength. Every prospect of a successful resistance was excluded because we were cut off from our base, and it was impossible to break through owing to the condition of the horses, which had been without oats for months."
