INVITATION TO MAXIMILIAN HARDEN.
PARIS, August 3. ■■'.' M. Clemenceau, writing in "l'Homme Enchaine," invites the exiled ' Maximilian Harden to visit France. He will then be able to inform the Kaiser that each hour gives new strength to 'the Allies. ".Time is fighting on our sido," he writes. "Italy has joined in. Japan is rattling her arms. The whole world is trembling with anger. The end is not yet—not until we havo struck the last blow."
