TRIBUTE TO THE BRITISH NAVY. LONDON, August 3. American papers 'contain 1 general recognition of the fact that- Germany has sectvd heavily 6n land. This is offset by generous- acknowledgment of the part the .British Fleet has-played. Tho "New York "World" says that but for the British Navy the' Germans would bo masters of the world. Paper after paper maintains that the safety of the United States depends on the thorough defeat of the Germans.
