THE HAGUE, August 2._ The people of Brussels have decided , to wear pieces of torn paper on August 4 to mark the anniversary of the tearing up of what Herr von.Bethmann Hollweg described as "a scrap of paper." As the Germans have forbidden the wearing of insignia, speculation is rife as to whether all the | Brussels inhabitants would be imj prisoned. .
