(Received August 2, 9 a.m.) THE HAGUE, August 1. i The Chamber has adopted a new [Landsturm Bill, calling to the colours immediately all formerly exempt, and incorporating the youngest class. The Bill practically amounts .to universal service, and increases the army irom 330,000 to 550,000.
