LONDON, December 16. At the launching of H.M.S. Tiger, Sir Edgar Vincent, in pi'oposing the toast of the constructors, said the Dominions' Commission had studied the problem of great Imperial harbours. If they "had these large vessels they must have harbours deep enough to take ithem in, and docks big enough to ? hold them for repairs. There was a great Imperial work to be performed in. the improvement of the harbours of the ! Empire throughout the .world.
