Colonel Seely replied, denying the statement: He said that 140,000 horses would be required for a general mobilisation, while the latest census showed that Britain had 400,000 suitable, which could be requisitioned. Colonel Seely denied that foreign military purchases were detrimental. On the contrary, they encouraged breeders of light horses for artillery.
