LONDON, December 16. Lord Esher, as president of the Lonilon Territorial Association, • complained that in the event of general mobilisation every available horse would be required by the regulars and none left for the Territorials. Colonel Seely replied, denying the statement: He said that 140,000 horses would be required for a general mobilisation, while the latest census showed that Britain had 400,000 suitable, which could be requisitioned. Colonel Seely denied that foreign military purchases were detrimental. On the contrary, they encouraged breeders of light horses for artillery. Lord V Esher replied that 518,794 horses and 151,781 mules and donkeys -were used in the South African cam-! paign. He was unable to accept, Col-1 onel Seely.-s comfortable assurances. 11
