CONTINUOUS CONFERENCES.
STILL NO SETTLEMENT. SCOTCH MINERS TO STRIKE TO-DAY. (Received February 29, 10.45 a.m.) LONDON, February 28. ' There have been incessant conferences, and the Government is doing its utmost to formulate terms of settlement. The English owners, with the exception of those of Northumberland, are agreeable to accept the Government's scheme, including the minimum wage. The South Wales owners object, and the Scottish owners are divided. . ;: There is much speculation regarding the Government proposals, ranging from a "rush" Bill being passed, enacting as the minimum basis the owners' offer, to the temporary nationalisation of .the Welsh mines. Significance is attached, to the Scottish delegates' action in instructing the men in those districts where only one day's notice is required to lay down their tools to-morrow. The Miners' Federation has passed a resolution that, after the expiration of notices, they would allow sufficient men to attend to ventilation and pumping and to feed the ponies.
