OMINOUS SIGNS.
HIGH INSURANCE RATES. LONDON, February 19. The prohibitive rate of 94£ per cent. is being asked by Lloyd's on insurance against Josses in the event of a national coal strike. Many minoowners are insuring their collieries and their private residences. The military authorities are now making inquiries in all the coal-mining districts in order to ascertain the best places for billoting troops.
