FRENCH POLITICAL CRISIS.

GAUSES OF THE RUPTURE.

Per Press Association—Copyright. PARIS, January 11. Inability to secure a successor to M. Delcasse, who accepted the. portfolio oft Foreign Affairs on condition that a strong man was selected for the Ministry of Marine, hastened the Cabinet's resignation. . "Liberte."- asserts that M. Caillaux from July 16th to July 31st, when tlie, ! crisis was at its worst, daily exchanged views with a councillor at the German Embassy, and also received a! secret emissary from Germany without informing M. Jules Cambon,' French Ambassador at Berlin.' M. Caillaux, apart from economic concessions, would be prepared to entertain the suggested principle of an understanding with Germany in Europe, the price of which would inevitably be acquiescence in the loss of Alsace-Lorraine, and the breaking up of the Triple Entente. (Received January 12, 9.40 a.m.) PARIS, January 11. M. Caillaux's colleagues, with the exception of M. Deselves, have written to him expressing their confidence and approbation. The -" Echo de Paris" has interviewed M. Caillaux. who states that, seeing the difficulty of securing a Marine Minister, M. Delcasse insisted on M. Fallieres giving guarantees that the Foreign Minister would be sheltered from all interference, and asked for a declaration that he Avould not be expected to continue a policy resulting in a Franco-German agreement.
