The Berlin correspondent of tho "Times" mentions the scandalous conduct of several newspapers iir publishing a Leipzig telegram alleging that Schultz's absolutely secret trial disclosed an elaborate scheme by the British Admiralty to collect details of German warships. The ohject was to arouse Anglophobism at the elections. Another correspondent states that the Conservatives do not care to conspicuously advocate au increase of the Navy owing to popular feeling.
