GERMAN FRANCHISE RIOTS.
Per Press Association — Copyright. BERLIN, March 7. On the understanding that tho Socialists intended to make a franchise demonstration near the capital, a
party of Berlin police assembled to prevent it. The newspaper Vorwarts, however, announced that a " franchise promenade" would take place instead. While a few men kept the local police busy, between 50,000 and 100,000 marched and saw!, the " Marsellaise," unfurling the revolutionary ensign ore the Reichstag steps. The crowd became desperate when the mounted police charged up the steps. A section of the crowd marched to a suburban park, and tried to break the cordon of police. The mounted gendarmerie immediately charged, discharging their carbines, the foot police using their revolvers and sabres. Twenty-five of thoso taking part m the disturbance were wounded. Troops to the number of 28,000 are confined to barracks m case of emergency
