Mr Fink, of Melbourne, said, the citizens of the oversea dominions cherished, far above wealth the qualities, traditions and sense their Governments had inherited from Britain. To Australians, Glasgow was more than the commercial capital, of Scotland; it was a model m many respects. Local Government was the place where the sense of Imperial citizenship fructified and was strengthened by daily adherence to sound principles. The municipal government of Glasgow, with its institutions, was spreading and was being imitated over the seas.
