Owing to the rejection of 'the coal export duty and the tax.on grain for milling, Prince Bulow proposes a- new inheritance tax, increased stamp duties on bonds, share certificates' and transfers of real estate, a tax on ftro policies and penny stamps on cheques. - • A mass meeting of merchants' and traders in Berlin protested -against Prince Bulow's concessions to agriculturists at the expense of trade ,and- comniGrcc ' ' Prince Bulow has dropped ths,\death duty proposals except on, limited inheritances. The Conservative^ oppose this exception.
