The fresh trouble in connection with Morocco naturally revives interest in the Algeciras Convention, ynder winch Trench and Spanish rights were to some extent recognised, despite Germany s wishes to the 'contrary. Under article 3, Spanish and French instructors, officers and non-commissioned officers were placed at the "disposal of the Sultan's troops and police; the cadre of instructors' being Spanish at Tetnan, mixed at Tangier, Spanish at Laraicho, French at Rabat, mixed, at Casablanca —and French in the three allied ports. Germany did her best to humiliate France in regard to Morocco, and only submitted with bad grace when she found.'the other Powers against her. The German proposal, which was introduced to the conference by the AustroHungariau delegate, was that instead of allowing all eight ports of Morocco to be placed under native police organised by French or Spanish instructors, at' one part—namely, Casablanca —the instructors should be Swiss or Dutch, with a sort, of inspector-general of the same nationality. In this proposal was contained the germ of the internationalisation of Morocco, which the Germans pressed to the utmost. The French said "No" to the proposal, and backed by Great Britain, Russia and the United States, were successful in defeating it.
